Even before NSYE and NASDAQ open, the dowfutures, S&P futures and NASDAQ futures start quoting.

Is this becoz Chicago exchange is open and is in a different time zone?

Or is it the european market quotes that we are referring to here?

If european market then does the same quote get carried over to NYSE and NASDAQ?
