With six Independents, BJP proves majority in Karnataka

Bangalore, June 6: The week-old BJP Government in Karnataka, lead by Chief Minister B S Yeddyurappa, on Friday cleared its first hurdle by sailing through a confidence motion with the support of six Independent MLAs in the legislative Assembly.

The confidence motion was moved by Chief Minister Yeddyurappa a few hours after Governor Rameshwar Thakur addressed a joint session of the state legislature and outlined the policy agenda of the new Government.

The confidence motion put through a voice vote was a foregone conclusion given the BJP’s numerical strength of 110 MLAs and the firm support of six Independents — that eased the party pass the simple majority mark of 113.

Though Yeddyurappa sought the support of the opposition Congress and JDS in passing the confidence motion without a debate, the opposition opposed the move and insisted on a brief debate.

Congress leader in the legislative Assembly Mallikarjun Kharge said the BJP had not obtained a clear majority and the Congress had received a higher percentage of votes, and so the BJP had been forced to obtain the support of Independent MLAs. Kharge added the BJP had moved the confidence motion before allocating portfolios to its 30 ministers as it feared of desertions in case of discontentment over portfolios.

He said the Government had been cobbled together on the basis of the ‘money power of some legislators’ and would not be able to sustain itself in the long run. “Economical power and political power must always be kept separate. Political power comes from the people and not through money,” Kharge told the House. The opposition leader added the BJP should have faced the confidence motion before inviting the Governor to address a joint session of the legislature.

Striking a similar chord former chief minister and leader of the Janata Dal (Secular) in the state Assembly, H D Kumaraswamy said many members of the House had built their wealth through the exploitation of public and national resources. He alleged that the new state Government had failed to address the problem of a shortage of fertilisers and seeds in many parts of the state.

Congress leader Siddaramaiah said a constant cloud of doubt would hang over the BJP Government on account of the external support that has propped it. Yeddyurappa in his reply provided an assurance that the BJP Government would not allow farmers or the people of the state to come to grief on any account.

Earlier in the day, Governor Rameshwar Thakur spelt out the new Government’s agenda that is more or less a replica of the BJP’s election manifesto. The new Government will focus on providing food, health, education, housing, peace and social justice as basic needs of the people, Thakur said.

With the Government clearing the confidence motion, the process of allocation of portfolios to the 30 ministers is now set to take shape. With portfolios like home, urban development, mining, PWD and forest having several takers the allocation process is likely to have some bitter after effects for many of the ministers in the reckoning.
